When a system, person, institution, field, market, culture, or basin resists a change, the resistance does not automatically mean the change is wrong. 5. When This Law Does Not Apply
This law should not be used to neutralize all resistance into ambiguity.

The law does not say resistance has no meaning. It says resistance must be interpreted with the right diagnostic frame.
