Introduction
Every action points somewhere.
A question may seek understanding.
A boundary may seek protection.
A message may seek connection.
A policy may seek stability.
A system may seek growth, preservation, repair, control, liberation, or transformation.
Yet the visible action alone does not fully reveal the direction guiding it.
Two systems may perform the same action while seeking entirely different outcomes. Two systems may hold the same intention while choosing different actions because their capacities, conditions, boundaries, or available pathways differ. A system may also sincerely intend one thing while producing its opposite.
For this reason, intention must be represented as its own layer.
Within UTS:
Intention is the bounded directional aim that guides what a system attempts to bring about through an interaction.
Intention connects identity and meaning to action without being identical to any of them.
It answers:
What is this system presently seeking to bring into being, preserve, reveal, change, prevent, or release?
This makes intention essential to the study of people, relationships, organizations, institutions, artificial intelligence, governance, symbolic systems, games, and any other domain in which agents select among possible actions.
1. Why Intention Requires Its Own System
A complete account of an interaction must distinguish several different questions:
Who is acting?
What matters to the actor?
What is the actor seeking?
How does the actor engage?
What action is performed?
What actually changes?
Does that change remain coherent through time?These questions correspond to distinct layers:

They may assume:

The outcome records what changed under real conditions.
Temporal validation determines whether the resulting configuration remains coherent across recurrence, stress, and scale.

3. Intention Is Direction, Not Force
An intention does not directly change a system.
Wanting to protect a boundary does not itself create the boundary. Wanting to understand does not itself produce understanding. Wanting to restore a relationship does not itself repair the relationship.
Actual change still requires interaction, selection, capacity, compatible conditions, and state-moving operations.
Therefore:
Intention directs selection, but does not replace action or mechanics.
Intention can:

- exclude unacceptable pathways
- define the outcome being sought
- establish the acceptable scope of influence
- determine which operators may be considered

4. Identity, Meaning, and Intention
Intention does not arise in isolation.
It emerges from the relationship between identity, meaning, conditions, and available possibilities.

What continuity is being preserved?

What does the situation signify?

5. Active Intention
A broad desire is not always sufficient to guide an interaction.
“Help,” “protect,” “change,” “win,” or “make things better” may express a direction, but they remain too open to determine scope, boundaries, or completion.
UTS therefore represents a usable active intention as a bounded object.

Priority
The intention’s position relative to other simultaneous aims.

This field is essential because a valued end does not authorize every available means.
Completion condition
The point at which the intention has been sufficiently fulfilled.
Without completion, an intention can become an indefinite claim to authority.
Confidence
The agent’s current confidence that the intention fits the field.
Confidence should affect the intensity, irreversibility, and scale of action.
Reversibility
Whether the attempted change can be safely reduced, withdrawn, or restored if the model proves incomplete.
Together, these fields make intention explicit, bounded, inspectable, and comparable with actual behavior.
6. Intention Formation
A coherent intention should not be selected solely from urgency, impulse, fear, habit, status pressure, or external demand.

7. Intention Sovereignty
A system’s capacity to form its own intentions is a major component of sovereignty.
Intention sovereignty is the capacity of a system to determine its own directional aims without hidden substitution, coercive narrowing, identity override, or non-consensual capture.
A system may receive information, invitation, support, warning, or counsel without surrendering its authorship.
Intention sovereignty requires that the system retain meaningful capacity to:
- examine the field
- interpret meaning
- accept or reject proposed aims
- revise priorities
- define forbidden outcomes
- refuse incompatible coupling
- stop an interaction
- alter its direction
- preserve identity through transformation
This is especially important when one system has greater power, information, speed, reach, or control over the interface.
The more asymmetrical the relationship, the stronger the need for explicit intention provenance, consent, auditability, and exit.
8. Intention Provenance
Intentions have sources.
An aim may emerge from:
- internally recognized need
- identity commitment
- relational invitation
- environmental necessity
- institutional role
- inherited narrative
- incentive structure
- emergency pressure
- algorithmic optimization
- external manipulation
UTS therefore adds the concept of intention provenance.
Intention provenance is the traceable account of how an active intention formed, what influenced it, and which system retains authorship over it.
A useful provenance record may ask:
Where did this aim originate?
Which signals shaped it?
Which incentives amplified it?
Was it freely selected?
Could it be refused?
Does it remain compatible with identity?
Who benefits if it is pursued?
Who bears the resulting cost?Provenance does not make externally influenced intention automatically invalid. All systems form intentions within fields of relationship and influence.
The relevant distinction is whether influence remains:
- visible
- contestable
- compatible
- non-coercive
- reversible
- subordinate to authorship
Intention provenance becomes especially important in AI systems, propaganda environments, commercial platforms, institutional hierarchies, and emergency governance.
9. Intention Capture
Intention capture occurs when the system’s directional selection is replaced, narrowed, or distorted before action is chosen.
The visible action may still appear voluntary even though the field of possible intentions has already been constrained.
Common forms include:
Variable-weighting capture
Fear, urgency, scarcity, reward, punishment, status, or dependency is amplified until it dominates selection.
Narrative capture
A supplied story determines what the system believes it must want.
Identity capture
A role, group, institution, or imposed identity determines the aim before the actual field is examined.
Proxy capture
A measurable proxy replaces the stated purpose.
Examples include:
engagement replacing value
compliance replacing coherence
growth replacing access
speed replacing accuracy

Urgency collapses reflection, humility, alternatives, and meaningful consent.
Mediation capture
An intermediary determines which aims can be expressed, recognized, or acted upon.
Dependency capture
The system adopts the intentions of the structure upon which its access, status, survival, or participation depends.

10. Declared, Operational, and Inferred Intention
Intention is not always directly observable.

11. Intention and Interaction
The same intention can be carried through many different interactions.
The intention to protect might produce:
- a warning
- a boundary
- attenuation
- separation
- support
- containment
- restoration
- refusal
The correct interaction depends on:
- context
- compatibility
- consent
- system capacity
- available information
- reversibility
- scale
- likely side effects
Likewise, the same interaction can carry many intentions.
A question may seek:

12. Intention and Operators
Intention is not an operator.
Operators describe how state changes. Intention establishes why a particular change is being selected.

Test whether a claim survives evidence, recurrence, and stress.

Learn

Boundary intentions
These concern identity preservation, scope, protection, and separation.
Protect
Preserve identity, safety, boundary integrity, or restoration capacity.
Refuse
Reject a proposed demand, coupling, trajectory, or substitution.
Contain
Limit propagation while preserving auditability and future restoration.
Separate
Restore distinction where fusion, capture, or entanglement has occurred.

These concern connection, coordination, mutual recognition, and repair.

These concern reconfiguration, development, restoration, and movement between states.

A system may hold several intentions at once.

16. Intention Debt
Intention debt is the accumulated incoherence produced when repeated local aims contradict the system’s higher-order identity, values, or trajectory.

- avoiding disagreement while claiming reconciliation
- creating dependency while claiming support
- enforcing compliance while claiming legitimacy
- preserving institutional continuity while abandoning institutional purpose

17. Intention Validity
An intention is not coherent merely because it is strongly felt or sincerely declared.

Provenance integrity
The intention should remain traceable to a legitimate process of formation rather than hidden substitution or capture.

20. Intention and Responsibility
Intention matters, but it does not erase consequence.
Outcome matters, but it does not alone prove intention.
