4. When This Law Applies
This law applies whenever a system is operating near full capacity, under scarcity, under high pressure, under dependency, under coercion, or without recovery room.
It is especially important in systems showing:

- no review time;
- no repair time;
- constant urgency;
- overcommitted resources;
- hidden labor load;
- backlog pressure;

5. When This Law Does Not Apply
This law should not be used to glorify idle capacity without purpose or accountability.
Slack is not the same as unused hoarding, structural waste, avoidant delay, or unaccountable excess. Coherent slack is available for inspection, repair, adaptation, learning, refusal, and restoration.
This law does not apply as a critique when:
- high utilization is temporary and followed by recovery;
- reserve capacity exists elsewhere in the system;
- load is bounded and consented;
- repair and review time are protected;
- affected nodes retain refusal capacity;
