4. When This Law Applies
This law applies whenever a system must decide when, how, where, how strongly, or at what scale to execute a principle, intervention, disclosure, repair, boundary, transition, control, exploration, scaling action, or restoration move.
It is especially important when:
- the correct action is known but readiness is uncertain;
- truth must be disclosed;
- accountability must be initiated;
- boundaries must be set;
- repair must be sequenced;
- a system is tempted to scale before restoration;

5. When This Law Does Not Apply

Wisdom may delay, sequence, scope, or soften execution, but it must remain accountable to coherence trajectory and hidden debt. Delay becomes incoherent when it protects comfort, power, avoidance, or pseudo-stability while harm continues.

Wisdom governs timing, scale, and layer selection.
