When a system does not repair incoherence and instead suppresses, hides, delays, exports, disguises, or bypasses it, that unresolved incoherence accumulates as hidden debt.


1. Formal Definition

The Hidden Debt Accumulation Law states that unresolved incoherence does not disappear when it is suppressed.

If a system encounters incoherence and fails to repair it at the correct layer, the unresolved cost remains in the system, moves into another layer, or is exported to another node, time period, environment, subsystem, or future repair burden.

Hidden debt may be invisible at first. It may not appear as immediate error. It may even coexist with visible success, calm, compliance, profit, safety metrics, or institutional stability. But the suppressed incoherence remains active as future cost, brittleness, recurrence, legitimacy risk, repair burden, or collapse potential.

This law is the root debt law for UTS hidden-debt mechanics.

5. When This Law Does Not Apply

This law should not be used to label every delay as hidden debt.

Some delay is coherent when it is bounded, transparent, audited, and part of a valid sequencing process.

This law does not apply as a critique when:

  • delay is intentional and time-bounded;
  • auditability is preserved;
  • repair is sequenced rather than avoided;
  • hidden debt is being surfaced for repair;
  • stabilization is used to create capacity for origin-layer repair;
  • cost is not exported without consent, scope, or restoration;
  • the system documents unresolved debt clearly and maintains a path to repair.
