5. When This Law Does Not Apply

This law should not be used to prevent provisional closure, partial closure, triage closure, or phase closure.

Some processes need temporary closure markers to reduce load and sequence repair. A security incident may be contained before root cause is fully repaired. A biological episode may stabilize before recurrence proof exists. An institutional review may close one phase while repair continues. The law does not say every closure must complete every possible repair forever.
