5. When This Law Does Not Apply
This law should not be used to prevent provisional closure, partial closure, triage closure, or phase closure.

A biological episode may stabilize before recurrence proof exists. An institutional review may close one phase while repair continues. A harmed node may choose to end participation even if the larger system remains unrepaired.
The law does not say every closure must complete every possible repair forever.
