1. Definition
Coherence is not the same as fitness proxy.
O represents real coherence. Φ represents a fitness proxy, success signal, performance target, optimization surface, or selection indicator.
A system can improve its visible success metrics while losing coherence.
This invariant prevents UTS from confusing what is rewarded, what is measured, what is optimized, or what appears successful with what is actually coherent.
2. Purpose
This invariant protects the entire UTS framework from proxy capture.
It exists because many systems collapse not by failing their visible metrics, but by succeeding at the wrong target.
A proxy can be useful.
A proxy becomes dangerous when it is treated as reality.
