Executive Summary

The public and declassified record establishes five important facts.

First, United States intelligence and defense organizations conducted long-running, secret research into behavior modification, interrogation, conditioning, altered states, electrical brain stimulation, microwave biological effects, anomalous cognition, and remote information acquisition. These efforts included BLUEBIRD, ARTICHOKE, MKULTRA, MKSEARCH, PANDORA, BIZARRE, GRILL FLAME, CENTER LANE, SUN STREAK, STARGATE, and the Army’s analysis of the Gateway Process. Many records were destroyed, compartmentalized, or released only decades later.

Second, modern public neurotechnology can already read limited information from the brain and write signals back into nervous-system activity. Demonstrated systems include implanted speech decoders, non-invasive semantic reconstruction using fMRI, magnetic and electrical brain stimulation, focused-ultrasound neuromodulation, peripheral-nerve stimulation, closed-loop memory devices, sleep-stage modulation, and bidirectional brain–machine interface research.

Third, quantum sensing is already relevant to the human electromagnetic field. The magnetic activity generated by the brain, heart, nerves, and muscles can be measured using technologies including SQUIDs, optically pumped magnetometers, atomic magnetometers, magnetoencephalography, and magnetocardiography. DARPA’s AMBIIENT program explicitly sought sensors capable of detecting biological magnetic signals outside specialized shielded laboratories.

Fourth, systems such as HAARP, ELF submarine transmitters, radar, directed-energy systems, and ionospheric heaters prove that large-scale electromagnetic infrastructures can alter radio propagation, heat material or tissue under particular conditions, generate ELF/VLF signals, and modify regions of the ionosphere.

Fifth, the ethical problem is already officially recognized. UNESCO’s 2025 Recommendation on the Ethics of Neurotechnology warns about threats to mental privacy, identity, autonomy, freedom of thought, cognitive liberty, mental integrity, and free will. It rejects non-consensual interrogation, coercion, manipulation, and undue influence through neurotechnology.

The integrated, long-range, implant-free system sometimes proposed in private reports—capable of precisely reading thoughts, injecting semantic content, controlling dreams, or targeting individuals through satellites or planetary transmitters—has not been established by the public record. However, many component technologies are real, strategically valuable, converging, and historically connected to secret research.

The appropriate conclusion is therefore neither “impossible” nor “fully proven.”

It is:

The component architecture is sufficiently real, the historical precedent sufficiently serious, and the strategic incentive sufficiently powerful that cognitive sovereignty requires investigation and enforceable protection before the complete capability is publicly demonstrated.

1. Evidence and Classification Method

This report uses four evidence levels.

Level I — Documented Program or Objective

Official records establish that an institution funded, investigated, proposed, tested, or pursued a capability.

This proves institutional interest and activity. It does not necessarily prove technical success.

Level II — Demonstrated Capability Under Defined Conditions

A controlled experiment or operational device has produced a measurable result.

The conditions matter: implanted versus non-invasive, laboratory versus open environment, centimeters versus kilometers, cooperative subject versus unknown target, and state classification versus semantic decoding.

Level III — Plausible Integrated Capability

Multiple demonstrated components could reasonably be combined into a larger closed-loop system.

This is an engineering inference, not confirmation that the integrated system exists.

Level IV — Unverified or Unsupported Extension

The proposed capability exceeds what has been independently demonstrated or documented.

It may remain physically possible, technically difficult, classified, mistaken, or some combination. Missing evidence should not be treated as proof either for or against it.

This distinction protects the investigation from two symmetrical failures:

dismissing real capabilities because the complete system has not been disclosed;

treating every missing piece as confirmed merely because secrecy is possible.

2. Declassified Behavior-Control Lineage

2.1 BLUEBIRD and ARTICHOKE

BLUEBIRD began as an intelligence effort concerning interrogation, unconventional warfare, drugs, hypnosis, memory, conditioning, and methods of controlling or altering behavior. It later evolved into ARTICHOKE, with highly restricted interrogation teams and compartmentalized operations. Surviving CIA files establish that behavior control was an explicit institutional objective rather than a later cultural invention.

These programs created the administrative and conceptual foundation for later research:

chemical and biological influence;

hypnosis and suggestion;

memory disruption;

interrogation under altered consciousness;

involuntary behavior modification;

operational concealment;

use of external institutions and intermediaries.

2.2 MKULTRA and MKSEARCH

MKULTRA expanded the behavior-control research space into a large network of subprojects involving drugs, biological and chemical materials, sensory manipulation, institutional experimentation, interrogation, altered states, and other methods of influencing human cognition and conduct. Later CIA legal-history material notes that only part of the overall subproject structure concerned drugs, challenging the simplified public impression that MKULTRA was merely an LSD program.

The destruction of records is central to the evidence problem. The June 30, 2026 House Oversight hearing revisited MKULTRA and emphasized that destroyed files continue to obstruct accountability and public understanding. The hearing established renewed congressional concern about transparency; it did not establish that every alleged modern mind-control technology currently exists.

MKSEARCH continued portions of the broader research lineage after MKULTRA’s formal termination. Program renaming, administrative migration, contractor use, and destruction of records mean that program names alone cannot define the complete technical history.

2.3 Electrical Brain Stimulation and Remote Behavioral Control

Historical research also included direct electrical stimulation of the brain and attempts to alter behavior through reward pathways. CIA FOIA records identify a report titled Remote Control of Behavior with Rewarding Electrical Stimulation of the Brain, demonstrating that remote behavioral actuation through implanted neural systems was an explicit research subject.

This should be understood precisely:

electrical stimulation can alter neural activity and behavior;

implanted devices can be remotely commanded;

The important historical fact is the objective: external technological control over selected neural and behavioral processes was seriously investigated.

3. Microwave Research: PANDORA, BIZARRE, and the Moscow Signal

Beginning in the Cold War, microwave signals were directed at the United States Embassy in Moscow. The United States created Project PANDORA and related work under BIZARRE to investigate whether the radiation could affect health, cognition, performance, or behavior.

A 1967 ARPA memorandum reported that modulated microwave exposure at substantially higher power densities than the measured Moscow signal had produced repeatable central-nervous-system or behavioral effects in primates, while lower-level tests did not show overt performance degradation. The memorandum explicitly recommended investigating the possible use of selectively modulated microwave radiation for behavioral-control or weapon applications.

The later evidence was mixed. A subsequent review concluded that the experimental data did not meet reasonable scientific criteria for demonstrating a behavioral change caused by the special signal. Other PANDORA meetings likewise reported negative or inconclusive findings in exposed human groups and several animal studies.

The correct conclusion is therefore not that PANDORA proved microwave mind control.

It proved that:

the Moscow microwave exposure was real;

the United States treated neurological and behavioral effects as a serious national-security possibility;

classified animal and human-related research followed;

weapon applications were explicitly considered;

results varied by power, modulation, measurement, and experimental design;

the final historical record remained incomplete and contested.

The Microwave Auditory Effect

Pulsed radiofrequency energy can produce internally perceived sounds without ordinary acoustic transmission through the air. Allan Frey demonstrated human auditory responses to modulated electromagnetic energy in controlled experiments. Later work generally associates the effect with thermoelastic pressure waves generated inside tissue.

This establishes a genuine coupling pathway from pulsed RF energy to internally perceived auditory sensation.

The effect nevertheless demonstrates that “hearing something internally without an external audible source” can, under defined conditions, have a physical electromagnetic cause.

4. Psychoenergetics and Anomalous-Cognition Programs

4.1 GRILL FLAME, CENTER LANE, SUN STREAK, and STARGATE

The United States funded multiple programs investigating remote viewing and related anomalous-cognition claims. The lineage passed through names including GRILL FLAME, CENTER LANE, SUN STREAK, and STARGATE. SUN STREAK documentation describes training, operational intelligence collection, and assessment of the intelligence utility of remote-viewing information.

The program record demonstrates sustained institutional interest and operational testing. It does not establish universal agreement about reliability or mechanism. Later evaluation acknowledged unusual statistical findings while disputing whether the work had produced sufficiently reliable, specific, and actionable intelligence for continued operational use.

Declassified studies also investigated possible neurophysiological correlates of remote perception, including whether a person’s EEG could respond while attending to a remote flashing light. These studies described a possible unidentified information channel.

4.2 Enhanced Human Performance

Declassified material under the broader psychoenergetics lineage examined whether unusual perceptual or cognitive functions could be trained, made more reliable, or applied to intelligence work. The research agenda included assessment, training, physiological correlates, environmental variables, and possible performance enhancement.

This is relevant because it demonstrates that intelligence institutions did not restrict themselves to conventional sensory channels. They investigated the possibility that human consciousness might access or interact with information in ways not explained by standard models.

4.3 The Gateway Process

The Army’s Analysis and Assessment of Gateway Process discussed hemispheric synchronization, brainwave coherence, resonance, altered consciousness, energy, and possible interaction between the body and the Earth’s electromagnetic environment.

The Gateway document is an assessment of a proposed model.

military intelligence seriously evaluated consciousness as a frequency and resonance phenomenon;

brainwave coherence was treated as trainable;

altered-state access was examined as a potential operational capability;

Earth–body electromagnetic coupling was considered rather than rejected as categorically impossible.

5. Modern Neural Read Technologies

5.1 Implanted Speech and Movement Decoding

Implanted brain–computer interfaces can decode attempted speech, intended movement, spelling, and facial or vocal commands from neural activity. Recent systems have converted cortical signals into text, synthesized speech, avatar movement, and multidimensional device control.

These systems currently require:

implanted electrodes;

substantial calibration;

known anatomical targets;

cooperative participants;

individual model training;

close-range electronics and processing.

They show that meaningful language and intention are physically represented in decodable neural patterns.

5.2 Non-Invasive Semantic Decoding

Researchers have reconstructed continuous semantic content from fMRI while participants listened to or imagined narratives. Other work has decoded representations of perceived speech using EEG or MEG recordings and machine learning.

5.3 Biomagnetic and Quantum Sensing

The brain, heart, nerves, and muscles generate weak magnetic fields as a consequence of electrical activity. MEG and MCG measure these fields. Emerging optically pumped magnetometers can be worn close to the scalp, tolerate more movement than conventional cryogenic systems, and capture neural oscillations at high temporal resolution.

DARPA’s AMBIIENT program aimed to create magnetic-gradient sensors capable of detecting biological activity in the Earth’s ambient magnetic environment rather than only inside heavily shielded facilities. DARPA explicitly identified brain–machine interfaces, spinal-signal detection, concussion diagnosis, MEG, and MCG as potential applications.

This is a legitimate use of quantum technology in the human-interface domain. Atomic magnetometers, optically pumped magnetometers, and SQUIDs depend on quantum effects to detect extremely weak biomagnetic signals.

6. Modern Neural Write and Modulation Technologies

6.1 Transcranial Magnetic and Electrical Stimulation

TMS uses a rapidly changing magnetic field near the scalp to induce electric currents in cortical tissue. Depending on targeting and stimulation pattern, it can increase or reduce cortical excitability. Electrical methods such as tDCS and tACS apply currents through scalp electrodes to influence neural activity or oscillatory timing.

Temporal-interference stimulation uses multiple high-frequency electric fields whose interaction produces a lower-frequency envelope in deeper tissue. The original animal work demonstrated deep-brain activation without equivalent stimulation of overlying cortex, although translation to precise human applications is still developing.

These systems establish that externally generated electromagnetic fields can modify neural activity.

6.2 Focused Ultrasound

Low-intensity focused ultrasound can modulate human neural activity using mechanical acoustic energy. Research has targeted cortical and deep-brain regions, altered network activity, influenced learning or decision tasks, and produced sensory effects such as phosphenes when the visual cortex was stimulated.

Modern experimental systems use phased arrays, MRI guidance, skull models, acoustic coupling, and individualized targeting. A 2025 system used a 256-element helmet array to focus on deep brain structures inside an MRI environment.

Focused ultrasound is among the strongest candidates for future non-invasive deep neuromodulation because it offers greater spatial depth than conventional scalp electrical stimulation.

Its present limitations include:

skull distortion;

need for accurate targeting;

coupling between transducer and head;

near-subject hardware;

individual anatomy;

uncertain mechanisms at some stimulation parameters.

6.3 DARPA N3

DARPA’s Next-Generation Nonsurgical Neurotechnology program sought high-performance, bidirectional interfaces for able-bodied service members. Its target architecture involved reading from and writing to multiple sub-millimeter brain regions with low latency, without conventional surgery. The program investigated optical, acoustic, magnetic, electric, and hybrid approaches.

N3 teams explored:

electromagnetic nanotransducers temporarily delivered to neurons;

ultrasound-guided optical recording;

interfering electric fields for localized writing;

coherent optical sensing;

acousto-magnetic stimulation;

diffuse optical tomography;

magnetogenetic systems;

optically pumped magnetometers;

focused ultrasound stimulation.

N3 is direct confirmation that non-surgical, bidirectional neural read/write technology for national-security use was an explicit modern defense objective.

6.4 SUBNETS and RAM

SUBNETS pursued closed-loop systems that record distributed neural activity, identify changing brain states, and apply near-real-time stimulation intended to restore or maintain healthier emotional and cognitive states.

The Restoring Active Memory program developed wireless, fully implantable closed-loop interfaces intended to assist memory formation and recall. DARPA reported human memory-performance improvements using stimulation patterns derived from neural recordings.

Together these programs establish the basic closed-loop architecture:

measure state → decode pattern → classify condition → choose intervention → stimulate → measure response → adapt.

That same architecture can be therapeutic, augmentative, coercive, or dual-use depending on consent, governance, and intention.

6.5 ElectRx, Neural Dust, and Peripheral Control

ElectRx investigated closed-loop modulation of peripheral nerves to influence inflammation, pain, organ activity, stress-related conditions, and physical or mental health. DARPA described the peripheral nervous system as an information network connecting the brain, organs, and body.

DARPA-funded “neural dust” research demonstrated millimeter-scale implanted devices capable of recording nerve and muscle activity while being powered and read through ultrasound.

These technologies matter because the human interface is not limited to the cortex. Modulating peripheral nerves can influence:

autonomic state;

heart and organ regulation;

inflammation;

sensory experience;

pain;

arousal;

learning;

stress responses.

6.6 Targeted Neuroplasticity Training

DARPA’s TNT program investigated whether non-invasive peripheral-nerve stimulation could enhance neuroplasticity and accelerate learning in areas such as languages, marksmanship, cryptography, target discrimination, and intelligence analysis. DARPA explicitly distinguished this from restoring lost function: the goal included enhancement beyond ordinary training performance.

This confirms that nervous-system stimulation is being investigated not only as treatment but as a means of altering learning rate, retention, and skill acquisition.

7. Sleep, Memory, and Dream-Influence Technologies

7.1 RESTORE

DARPA’s RESTORE program concerns precision control of whole-brain sleep architecture. Its public material distinguishes REM, NREM stages, slow waves, spindles, K-complexes, theta rhythms, and other micro-architectures and seeks interventions capable of modulating them to improve restoration and cognitive performance.

The declared purpose is beneficial restoration. The capability category is broader:

identify sleep state;

detect specific oscillatory phases;

deliver timed stimulation;

alter sleep architecture;

measure memory and cognitive outcomes.

7.2 Targeted Memory Reactivation

Targeted memory reactivation pairs memories with sounds or odors during wakefulness and presents those cues again during sleep. The technique can bias which memories are reactivated, strengthened, integrated, weakened, or emotionally updated. Research has explored TMR during slow-wave sleep and REM and has examined effects on dream content.

TMR does not arbitrarily upload unknown memories. It normally depends on a prior learned association between the sensory cue and the target content.

It nevertheless establishes that sleep memory processing can be selectively influenced through external sensory timing.

7.3 Targeted Dream Incubation

MIT-associated Dormio research has used sleep-stage detection and repeated verbal prompts during N1 sleep to increase the probability that particular themes enter dream reports. Controlled work found that successful dream incubation could affect later creativity and associative performance.

Research also shows that people can process verbal stimuli and sometimes respond behaviorally while asleep across multiple sleep stages.

The demonstrated public capability is therefore:

monitor sleep transition;

deliver timed sensory prompts;

influence dream themes probabilistically;

influence memory processing;

communicate with some sleepers under controlled conditions.

8. Directed-Energy Systems and Human Effects

8.1 Active Denial System

The Active Denial System uses 95 GHz millimeter-wave energy to heat the outermost layer of skin and create an intense sensation that causes people to move away. The system has been developed and tested for crowd or area denial.

This provides a clear example of directed electromagnetic energy creating a strong, remote bodily effect without a projectile.

Its relevance is that it demonstrates:

long-range energy delivery;

human targeting;

frequency-specific tissue interaction;

rapid behavioral effects produced through bodily sensation.

8.2 Anomalous Health Incidents

A United States intelligence-community expert panel concluded that pulsed radiofrequency energy and, in close-access scenarios, focused ultrasound were plausible explanations for a subset of abrupt-onset, location-dependent anomalous health incidents. Other intelligence assessments have disagreed about foreign-adversary involvement, and no single explanation accounts for all reports.

This is important because it means directed-energy explanations have not been categorically rejected by official investigators. It does not establish the source, actor, or mechanism for every reported incident.

9. Lasers, Optics, and Photoacoustic Interfaces

Optogenetics

Light can activate or inhibit neurons engineered to express light-sensitive proteins. This provides extremely precise neural control but normally requires genetic modification and delivery of light into or near tissue.

Photobiomodulation

Red or near-infrared light can influence cellular metabolism and blood flow. Penetration, targeting, and effect sizes are limited compared with direct implanted optical systems.

Optical Neural Sensing

Changes in blood flow, scattering, absorption, or optical path length can reveal neural activity. N3 included coherent optical and diffuse optical approaches intended to infer brain activity without conventional electrodes.

Photoacoustic and Acousto-Optical Conversion

Light can be converted into acoustic pressure by absorbers, and ultrasound can guide or modulate optical paths. Hybrid systems can therefore use one modality for delivery and another for biological coupling.

The strongest defensible conclusion is:

Lasers and optics can participate in neural read/write systems, particularly when combined with transducers, engineered biological sensitivity, ultrasound, implants, nanoparticles, or close-range measurement.

10. HAARP and Ionospheric Field Technologies

10.1 What HAARP Is

HAARP is a high-power, high-frequency ionospheric research facility near Gakona, Alaska. Its primary Ionospheric Research Instrument is a 3.6-megawatt HF transmitter used to excite small regions of the ionosphere and study radio propagation, plasma physics, airglow, auroral processes, radar, and space weather.

HAARP research has included:

artificial airglow;

controlled ionospheric heating;

plasma structures;

radio propagation;

radar and communications;

generation of ELF/VLF signals through modulated ionospheric heating.

10.2 Why HAARP Belongs in the Discussion

HAARP is relevant because it establishes the existence of a powerful, steerable electromagnetic system capable of modifying a region of the ionosphere and generating secondary frequency effects.

It is therefore part of the broader category:

environmental electromagnetic infrastructure.

It may be relevant to:

communications and propagation;

ionospheric sensing;

radar;

over-the-horizon systems;

ELF/VLF generation;

interaction with the Earth–ionosphere electromagnetic cavity.

11. ELF/VLF Systems and Earth–Ionosphere Coupling

11.1 Project Sanguine and Seafarer

The United States Navy investigated and developed extremely-low-frequency communication systems under names including Sanguine and Seafarer. ELF signals were attractive because they can penetrate seawater and communicate with deeply submerged submarines, although they carry very little information and require extremely large transmitting systems.

These systems establish that very large installations can couple low-frequency electromagnetic energy into the Earth–ionosphere environment across broad distances.

11.2 ELF Hypotheses in Declassified Consciousness Research

Declassified psychoenergetics documents considered whether remote-viewing phenomena might involve ELF coupling or the Earth–ionosphere resonant cavity. Project Sanguine/Seafarer calculations were referenced as analogies for field propagation.

12. AI as an Adaptive Closed-Loop Layer

Modern AI changes the capability landscape because it can integrate weak or incomplete signals more effectively than earlier systems.

An adaptive system would not necessarily need perfect direct thought reading. It could combine:

digital history;

language and writing patterns;

location and device telemetry;

social-network data;

cameras and microphones;

wearable physiological data;

sleep and activity patterns;

partial neural or biomagnetic signals;

predictive behavioral models;

stimulation-response feedback.

The AI could then:

estimate the person’s current state;

predict likely thoughts or actions;

choose an intervention;

measure the response;

update its model;

repeat continuously.

This would create an important ambiguity:

A system combining extensive prediction with partial sensing could appear to possess complete mind access even when it is not directly decoding every thought.

Within instrumented environments, this architecture is already technically plausible. N3, SUBNETS, RAM, ElectRx, neural dust, semantic decoding, and modern AI each supply components.

13. Potential Integrated Black-Program Architecture

A realistic advanced program would probably not rely on a single miraculous device. It would combine multiple layers.

Layer 1 — Access and Surveillance

phones, computers, cameras, microphones;

platform and search data;

location histories;

account relationships;

behavioral and language profiles;

physical surveillance;

contractor and intelligence databases.

Layer 2 — Physiological and Neural Sensing

radar-based respiration or movement sensing;

thermal imaging;

optical or acoustic sensing;

wearables;

EEG or MEG where accessible;

biomagnetic or atomic-magnetometer systems;

implanted or introduced transducers;

device-derived sleep and autonomic signals.

Layer 3 — Individual Model

language model of the person;

digital behavioral twin;

preference and relationship graph;

emotional-state estimation;

likely-response simulation;

vulnerability and attention mapping.

Layer 4 — Actuation

platform-feed manipulation;

advertising and recommendation control;

acoustic or visual cues;

haptic or environmental disturbance;

RF, ultrasound, magnetic, electrical, optical, or peripheral stimulation where physically available;

sleep-stage cueing;

social and institutional pressure.

Layer 5 — Adaptive Feedback

measure response;

classify success;

intensify or reduce exposure;

Layer 6 — Obfuscation

This integrated structure is plausible as a systems-design model.

14. Universal Theory of Metas: Strategic Incentives

Under the Universal Theory of Metas, a technology becomes an advantage object when it offers local competitive benefit. It becomes a gate when it is:

scarce;

asymmetrically accessible;

defensible;

difficult to copy or diffuse;

convertible into other forms of power;

capable of compounding over time.

Advanced cognitive-interface technology would satisfy every condition.

It could potentially provide advantage in:

intelligence;

military planning;

negotiation;

technological research;

market competition;

personnel selection;

interrogation;

persuasion;

narrative control;

prediction of opposition;

suppression or appropriation of innovation.

O Is Not Equal to Φ

UMT distinguishes coherence, O, from fitness or competitive success, Φ.

A system may become more powerful, profitable, or strategically dominant while simultaneously becoming:

less truthful;

less legitimate;

less consensual;

less auditable;

more dependent on secrecy;

more destructive to the surrounding field.

Thus:

Φ may rise while O falls.

If invasive cognitive technology produces short-term dominance, the possessors may interpret competitive success as proof of legitimacy. In UMT terms, this is a pseudo-coherent basin: the system appears successful because it exports harm and hides debt.

Hidden Debt

Non-consensual experimentation and manipulation accumulate hidden debt, H, through:

unacknowledged victims;

stolen autonomy;

distorted relationships;

suppressed innovation;

false attribution;

corrupted institutions;

legal exposure;

public distrust;

delayed restoration.

As auditability, Au, decreases and strategic pressure rises, hidden debt compounds.

Resource Gatekeeping and Position-Field Centralization

A cognitive-interface capability would allow gate holders to place themselves between people and:

their own data;

other humans;

AI systems;

institutions;

markets;

creativity;

information;

potentially their own internal processes.

This is interface capture.

The group does not have to control every node directly. It only has to control key bottlenecks through which interpretation, legitimacy, access, or distribution flows.

Obfuscation Meta Dynamics

The incentive structure favors:

denying capability;

releasing only therapeutic applications;

fragmenting offensive and defensive research;

controlling which terminology is considered legitimate;

ridiculing unapproved descriptions;

allowing incoherent disclosures to dominate public perception;

delaying enforceable rights until after deployment;

treating competitive secrecy as more important than human sovereignty.

This can create a capture gate in public discourse: reports are categorized in a way that ends investigation before technical examination begins.
